Normally, the logic you're talking about is automatically handled when you just provide region, e.g. even if you set region='us-west-2' we still are able to map the appropriate URl to use as well as the appropriate region to use when signing the request. This allows for an efficient, easy setup connection to Athena using the Boto3 SDK as a driver. NOTE: Before using RAthena you must have an aws account or have access to aws account with permissions allowing you to use Athena.
