Population of about 5k, there are 10 Elementary Schools, 5 High Schools and 8 libraries. The (educated) sims prefer to work at jobs other than industry (they prefer higher educated jobs) and so industry will end up to be the one with the largest lack of workers. To fix it, get more sims or reduce the amount of jobs. On top of that, listen to what bad_bender and JJ said above. By the way, office counts as industry, not commercial.Add public transport.
