Decide what is more important to you: the ability to safely poke your opponent outside of their range, or higher critical damage. Most spears scale with Dex, but most of the better shields require some amount of Strength. The Winged Spear can be found as a random drop in the first area, and that'll hold you for a good long while. Titanite is pretty plentiful, so feel free to experiment.
