I'm assuming this is to prevent 1/3hp hits when you randomly hit someone out of combat, and make it so the person has a chance to fight back with slightly more hp. That kinda sucks. It already hits the damage cap with 2 wind ups anyways ;-;

Gale, by law, must be fists or swords. It’s just the rule. Thunder has to be spears or daggers, Flame has to be Greathammers or clubs, Shadow has to be gun or Greatsword, and Ice has to be Greataxe or maybe the upcoming rifles. Heavy gale shreds ass. I would say that every attunement works for every weapon tho.Galebreathe works great with heavy because gale is very mobile and fast, so it makes up for the slow attack speed on heavy weapons.
