ElvUI is somewhat misleading you with these settings because gives you a pop-up that asks you to reload your UI. But a UI reload isn't enough, you have to restart the game. That's only for changes to combat text, name text, or chat bubbles, though. Any way that Plater wont be set on top of the combat text? Plater has a strata configuration section. Go to Plater configuration (/plater config), select "level and strata", enable and customise to suit your needs. Everything is set to Background, doesnt seem to help. This Plugin will allow you to have Combat Feedback Text or Floating Combat Text on UnitFrames and/or Nameplates in ElvUI.235. Pretty sure all you need to do is turn off the scrolling combat text of WoW in the Interface options of WoW itself. At least thats how it works for TukUi. Hope this helps :P.
