While regular Emissaries only get bonuses for whatever you sell at their specific faction. The reason why they run is because they are people using reaper Emissary flag to get the bonus and that's it. There was a time, post emissary and Reaper launch, when a higher percentage of players understood. But now no one seems to. There's even a lot of new players raising the Reaper's Mark simply cause it looks cool, not knowing what it is doing functionally. Season 8 added an entirely new system to find ship combat on demand, nothing was removed about leveling Reaper's. You can still reach Grade 5, Portal Hop for Emmisaries, and so on for rewards. You can also use both the new hourglass system and Reaper's at the same time.
