I mainly use Cross Hotbars 1 and 8, with L2 and R2 giving me the left and right halfs of Cross Hotbar 1, and holding both L2 and R2 giving me access to bar 8. With L->R being one half and R->L being the other half, but it doesn't fail well so I have to have them mostly the same. My SAM specific layout - I like having everything I need to see in a small area. Main weaponskills are bound to my mouse and match the job gauge (Jinpu left, Yukikaze middle, Shifu right). You can reposition them on the HUD independently of the chotbar. Expanded temporarily replaces your current chotbar with the one it is setup to show half of.
