If I used the charged melee twice, I would also have "fully expended" my melee energy. However, I don't know if, while having kickstart equipped, using my melee twice would consider it as having been "fully expended." Iirc, titan stasis melee doesn’t use all of it’s energy right away and has always had problems with melee kickstart not activating because of that.
