The main criteria for me are that it has LotD and a lot of quest mods to go along with it (Clockwork, The Wheels of Lull, etc). In an ideal world, it should NOT be a power fantasy. I greatly prefer Simonrim over Enairim. From looking at the official lists, it didn't seem like there was a perfect fit for me.I don't think this is always true for Skyrim.
