There are 2-3 war events a year, which are the best time/place to farm DMs. Otherwise, you can do the Proc War Quests or Tog Invasion at the Inn for some defender's medals, albeit at a much less efficient pace. For comparison, you might get 200 DMs/hour in a war, but only 40/hour at Proc War.
